On 28 April 2014 Panel Members questioned Bob Jones PCC about changes he proposed to make to his Police and Crime Plan – the document that sets out the strategic objectives for West Midlands Police.  The PCC intends to update the Plan annually to reflect local priorities. Read our report with recommendations for the PCC and the PCC’s response.

In February the Panel considered the PCC’s proposed precept (the amount of council tax raised for policing). However Members had to make a decision without knowing what increase in Council Tax would trigger a referendum because the late Government announcement of the referendum principles. The Panel has a very short timeframe in which to consider the precept before the region’s council tax bills are issued.

The Panel has written to the Department for Communities and Local Government expressing its concerns. Members felt this impacted on the Panel’s ability to scrutinise the PCC’s proposals on behalf of West Midland residents. They have urged the Minister to publish next year’s referendum principles earlier.
